Get the UIO list by the selector

    * **inSpecificationList** – UIO Selector


    * **inElement** – Входной элемент - показатель, что не требуется выполнять коннект к процессу


    * **inFlagRaiseException** – Флаг True - выкинуть ошибку в случае обнаружении пустого списка
